Rwanda partners with Oracle to launch nationwide digital skills programme

Formalised through a Memorandum of Understanding, the initiative will provide Rwandans with access to industry-recognised training via Oracle Academy and Oracle University, expanding the country’s capacity to build a digitally skilled workforce.

The partnership aligns with Rwanda’s Vision 2050 and the National Digital Talent Policy, focusing on strengthening expertise in cloud computing, artificial intelligence, and database technologies. Educators in universities, colleges, and Technical and Vocational Education and Training institutions, alongside students and other citizens, will gain opportunities to develop in-demand digital competencies that meet global workforce standards.

Designed as a full learning pathway from classroom education to ongoing professional development, the programme delivers a 360-degree skilling model. Oracle Academy will support educators with modern curricula, cloud technologies, Oracle APEX tools, software access, and professional development resources, helping institutions enhance teaching quality and relevance.

Complementing this, Oracle University will provide structured professional training and foundational certifications through a co-branded e-learning portal. Together, MINICT and Oracle say the initiative reinforces their joint commitment to nurturing a future-ready workforce and accelerating Rwanda’s digital transformation journey.
